How to use QUALI in offline mode ? DO we need license for offline mode too ? What is the significance of offline mode in automation ? How is it helpful to its users ?

There are few cases when you'll need to use an offline mode.
For TestShell:
If you're talking about the login form, asking whether to work offline or not, then this is relevant only to the cases where you don't need to use the connection to the server.
Some customers save their tests locally and are using external source controls to sync between the team members. In such cases, you will usually not need any access to the "Shared" folder.
In other cases, it might be that you are working on your laptop from and cannot access the server, but would still like to work/check on a local test.
For CloudShell:
1. If the servers do not have internet access, the scripts/drivers won't be able to fetch their required packages from the online repositories. For that, you'll be able to configure it to work in an offline mode, and download the relevant packages from an online machine, and place them on the servers
In 8.0 it will be on an offline packages folder that each execution server will need to be able to access, either on a shared network drive or local on each machine.
For 8.2+, you have a local pypi server installed on the main server, so you can place the offline packages over there for all the execution servers to access.
2. If you build your own packages/modify any shell's packages, you can have them available offline instead of uploading them to the online pypi index (same locations as described above).
So it's not about being helpful or not to the users, rather than your environment constraints and the ways to overcome them.
