Is there a way to configure CS to use a proxy server when downloading python packages, similar to how the 'pip --proxy http://proxy.server' command works?

Can you describe the use case? why would you like to configure such proxy? Are you aware of the Pypi Server component comes with CloudShell since 8.2:

@tomer.a The customer's site does not allow direct access to pip, however they have a proxy server already set up that they use to download python packages internally. The way it currently works, they have to use CS's offline repository, which means downloading packages for any new script and putting them in the offline repository. If CS could be configured to point to their existing proxy server, like the command "pip --proxy http://existing.proxy" works, then that is one less step for them while deploying new scripts/drivers/etc.

Assuming the proxy is configured on internet explorer, the proxy can be imported using command line netsh:
PS C:\> netsh netsh>winhttp netsh winhttp> import proxy source=ie netsh winhttp>exit
