I am running into a very similar issue on the same type of JunOS optics. I can't read the PIC to put it into my L1 switch for link creation.

As a matter of fact Cloudshell with the JUNIPER 2G Shell is having a very hard time with the MX10003 chassis period. One time it connected with SNMP v2c but could not read beyond the FPC level. Then subsequent attempts to even connect at all are erroring out.
I opened a ticket and support said that they need to record the SNMP interaction and modify the Shell with the new hardware.
