Update Pluribus VLE Driver to Enable Connections to Switched Ports

Modify the existing VLE driver to disable/enable ports when connected (enable) or disconnected (disable) and use separate VXLAN IDs for each cross-connect to enable VLE connectivity for ports connected to switches or devices that act like switches.
