I want to vote for this issue. This is my experience:
I just had to re-install the latest MRV L1 switch driver. The original installation was on the quali-server that is not currently the active node in our HA setup. This led to the database thinking it had the MRV driver (could create resources in resource manager with the model and driver), but the driver .exe and runtimeConfig was not present in the C:\Program Files (x86)\QualiSystems\CloudShell\Server\Drivers directory. So any operations (like autoload) associated with the MRV shell failed immediately, claiming to be missing a file. This is really bad behavior!

I also vote for this.
Having the execution servers manage L1 executions would also simplify troubleshooting runtime issues directly from within CloudShell since we'd be able to use the Manage dashboard's Execution Servers pages.
