When user downloads a dll file from a different station or the web, windows automatically mark them as blocked because of security issues. in this case, the software wont be able to load it and will throw an error about it.
there are two ways to unblock the dll file:
1. open file properties, and an "unblock" button will appear:
2. use the "Streams" application from SysInternals here: http://technet.microsoft.com/en-us/sysinternals/bb897440.aspx
Quote:
Usage: streams [-s] [-d] <file or directory>
-s Recurse subdirectories.
-d Delete streams.
Streams takes wildcards e.g. 'streams *.txt'.
Just copy "Streams.exe" into the directory with the files you want to unblock and run it from the command prompt (Run as administrator) and it'll unblock everything recursively using a single command: streams -s -d *.*
